Buying Property in Rwanda

Can foreigners own property in Rwanda?

Yes. Rwanda welcomes foreign investment. Foreign nationals can acquire long-term leasehold rights over land and may own houses, apartments, and commercial property in accordance with Rwandan laws. Certain land ownership regulations may apply depending on the type of property and intended use.

How many properties can I own?

There is generally no legal limit on the number of properties an individual or company may own, provided all acquisitions comply with Rwandan law.

What documents should I verify before purchasing property?

Before buying property, you should verify:

  • The land title or lease certificate

  • The Unique Parcel Identifier (UPI)

  • The seller’s identification documents

  • That the seller’s names match the registered owner

How do I confirm that a land title is genuine?

Every registered property in Rwanda has a Unique Parcel Identifier (UPI). Property information can be verified through the relevant government land services, including the official *651# service and other government land registration platforms where available.

What taxes or fees should I expect when buying property?

Property transactions may involve administrative fees, registration costs, valuation fees, legal fees, and other charges depending on the transaction. Taxes and government fees may change over time, so we recommend confirming the applicable charges before completing your purchase.

Can someone else register property on my behalf?

Yes. You may authorize another person through a properly notarized Power of Attorney to complete the registration process on your behalf.

How is ownership transferred?

Ownership is transferred through the relevant land registration authorities after all required documents have been signed, submitted, and approved. The transfer becomes legally effective once the property is registered in the buyer’s name.
